c. All United States Pacific Coast Ports in the states of
   Alaska, California, Hawaii, Oregon and Washington; and
     
d. All Ports in the following United States Territories

    Commonwealth of the Marianas
    Commonwealth of Puerto Rico
    Guam
    United States Virgin Islands
