RULE: 2.11 – ADVC – PROVISIONS GOVERNING THE ADVANCING OF CHARGES Eff: 17JUN2020

Except as otherwise provided herein, upon the request of the Shipper,
Consignee, Beneficial cargo Owner, or their agent, Caribtrans will
advance the lawful charges described below for collection with
Caribtrans’ freight and related assessorial charges, SBJ to the service
charges stated herein.  Caribtrans will NOT advance any charges that
are not specified in this Tariff.  Advanced charges will be entered on
the B/L, Shipping Orders/Instructions or Carrier’s Invoice in such a
manner as to accurately describe their exact character.
  
Caribtrans will assess the Service Charge named herein ONLY when
Caribtrans must arrange to have an external business or establishment
provide any of the services described herein.  Caribrans will NOT
assess any service charge when Caribtrans provides any service(s)
described in this Tariff.
  
Carrier will ADVANCE:
     
a. DRAYAGE/INLAND TRANSPORTATION: When Caribtrans is requested or
   required to arrange for the inland transportation of cargo on behalf
   of the Shipper, Consignee, Beneficial Cargo Owner, or their Agent,
   Caribtrans will arrange such inland Transportation and will advance
   the inland Freight Charges therefor.  Additionally upon the request
   of an inland Carrier, Caribtrans may advance the charges for the
   inland freight on the inland Carrier’s behalf, which Caribtrans will
   then collect from the party responsible for the payment of freight
   and charges.
  
b. PACKING, CRATING & STORAGE: Unless otherwise specified on a Web Rate
   Page in this Tariff Section, charges for storage, packing/unpacking
   or loading/unloading of cargo are NOT included in the rates named in
   this Tariff Rate Section.  When outside business or establishments
   are used to provide such services Caribtrans will advace the charges
   therefor.
  
c. FREIGHT FORWARDER CHARGES (PBA’s): Upon the request of a licensed
   Freight Forwarder, Carrier will advance charges for their account.
   However Carrier will not accept any liability for the collection of,
   or the accuracy of, such charges. (See NOTE 2)
  
d. GOVERNMENT CHARGES: Carrier will advance any governmental charge
   assessed for the account of the cargo which are billed directly to
   Caribtrans, such as, but not limited to: Customs’ Inspections,
   Agricultural Inspections or Port Authority charges.

e. ADVANCED CHARGE SERVICE FEE: When Caribtrans advances the charges
   specified herein, Caribtrans will assess a service charge of 20%
   (twenty percent) of the amount advanced, subject to a minimum charge
   of USD15.00, which charge shall be in addition to all other
   applicable charges.
  
f. As Caribtrans is not acting as a collection agent, Caribtrans
   is therefore not responsible for any charge advanced for which an
   invoice or a Master B/L is not presented to Caribtrans by the time of
   sailing.  Caribtrans reserves the right to decline to advance any or
   all of the charges referred to in this Rule if, in its sole judgement,
   the cargo would not, at forced sale, realize the total amount of
   freight, charges and amounts advanced for any single B/L.
     
NOTE 1: Charges advanced and paid by Carrier for prior or subsequent
 transportation services performed by any Motor or Rail Carrier on
 behalf of the Shipper, Consignee, Beneficial Cargo Owner or their
 agent, which were represented as being correct when invoice/freight
 bill for such service was presented, will NOT be adjusted.
   
NOTE 2:  When FMC Ocean Freight Forwarder’s Advanced Charges are placed
 on the B/L, the B/L MUST be accompanied by a detailed list of said
 charges and Carrier will NOT accept any liability for the collection
 thereof.
